Here are two more replies from saddle builders that may help you. I sure hope this helps.

Use a 2 light coats of Tan-Cote before using the Neat-Lac. This method will not peel off. I have used this method quite a bit over my 37 years tinkering with leather. Also make sure that the Neat-Lac coats are light also.

If the Neatlac is peeling or flaking, you have probably applied to much.

I use Neatlac as a resist, for the Sheridan style finish, and I use it sparingly. I apply with a piece of 3/4 inch length wool skin, the real stuff, not the imitation. I place the wool skin over the opening of the container, tip the container, then drag the wool over it, to remove most of the Neatlac from the wool. Then, I work it into the leather, using a circular motion. I have yet to have the finish crack.

I don't use Neat Lac so I asked your question in a qroup I belong to and here is the answer I got:

The Tandy catalog says it can be used over all penetrating dyes. But do not use with Cova Color

Neat Lac has a habit of doing that over any type dye. You need to use very, very light coats of neat lac and it still might peel.
NOTE: Probably will here more in the next few days and I'll pass it on to you. Hope this helps.
